Exchange 2013 can't send re recieve

Hello,

I have Exchange 2013 SP1 all on single machine this issue is repeated 3 times in one week suddenly every thing stops the client getting different messages  one of them " 451 4.7.0 Temporary server error. Please try again later. PRX4 "

also the exchange toolbox not working and exchange queue viewer give the below screen :-

also the Exchange power shell not working at all i'm getting confused please check the below screen also :-

i checked all services all services in running stat however the transport service was in starting stat then i restart it but still all issues , Please advise.

First - Exchange 2013 SP1 is very old.

You should update it to CU9 as soon as possible.

The most common reason for mail flow issues is lack of disk space on the C drive (if installed in the default locations). Something will be logged if that is the case - known as backpressure.

That would be unrelated to EMS not work, although as EMS connects to Exchange via IIS, if IIS has stopped working for some reason (perhaps because of the lack of disk space) that would explain what you are seeing.

Therefore check you have disk space on the server. If not, investigate where it has gone.
Then upgrade the server as soon as possible.

Thank you for your question.

Please make sure Exchange could connect to DC without any problems (Include DNS resolve).

Then navigate to Configuration [<domainController>.contoso.com]> CN=Configuration,DC=contoso,DC=com> CN=Services> CN=Microsoft Exchange> CN=<OrganizationName> CN=Administrative Group> CN=Exchange Administrative Group>CN=Server, then check if there are old DC which has decommissioned, if that, we could delete it.

In addition above suggestion, please check if there are any errors in application log and post them for our troubleshooting.

You aren't providing much information to go on.

Is the server using all of its resources? If you have AV software on the machine, does it have the correct exclusions in it?

If mail delivery isn't working, do you get any NDRs?
