Exchange 2013 SP1 upgrade fails on MSExchangeSubmission.exe.config

Hi and thanks for any assistance or pointers ahead of time

I am assisting a client with their "freshly" installed Exchange 2013. the Mailbox Transport Submission and Delivery services would not start. I checked that they had no service pack or Cumulative updates installed so started with SP1. the upgrade gets to Mailbox Role: Mailbox service 72% and fails with the below message. I think there was configuration done to the MSExchangeSubmissions.exe.config file I cannot figure out what it was and the upgrade will not continue. can anyone offer some advice?

What OS is Exchange installed on?  Also, what version of .Net is installed?

Hello

Can you tel what the latest setup logs entry says in C:\ExchangeSetupLogs. This will give us much help.
