Exchange 2013 SP1 DAG didn't mount automatic another server if active server has been down.

Hi,

I have 2 mailbox server and 2 cas server in my organization. DAG was configure successfully but if my primary active server has to down then my secondary   passive server didn't active automatic and EMS (Exchange Management Shell) didn't connected. all user are disconnected from exchange.

What i can do for solved this problem.

Where is the file share witness?  Can the secondary server communicate with it when you do
