First of all when setting up the account, if I try and connect to the 2013 server it cannot resolve the name. I have to put in the 2007 exchange server and then it will resolve and automatically switch the server to the 2013 server.
--- This suggests to me that you still have Autodiscover pointed to the Exchange 2007 server.
But once I get in I can't see any users when clicking on too.

--- This suggests to me that you don't have the Offline Address Book URL properly configured or the Exchange 2013 database has an invalid setting for the OAB. Switch to online mode instead of cached mode to verify this.
And If I try and send a message it says "The operation failed".
--- Fix the other things first and then maybe this will go away.

Outlook 2013 would not connect until a fully trusted/valid SSL certificate has been configured on the server.

Uncheck Offline Mode
Restart Outlook
Rebuild
Repair install
Recreate your profile

Hi,
Since the moved mailbox can work fine on OWA 2013 but not in Outlook, I think the issue should be related to autodiscover service.
Please try the following steps to have a try:
1. Recreate a new profile for this moved account instead of using the old profile to force download new server information from Exchange 2013 manually.
2. Please confirm whether the autodiscover service are configured correctly in Exchange 2013. We can check the connectivity with this account in the following link:
