Exchange 2010 to 2013 migration - cannot create public folders for migrating.

Hi All,

Im having an issue trying to migrate the Public Folders from our Exchange 2010 server to the new 2013 server.

I have created the sizemap.csv and mailboxes.csv and Im at the point where I need to create the new mailbox.

Im running the command...

New-Mailbox -PublicFolder Mailbox1 -HoldForMigration:$true

however Im getting a permissions issue

Active Directory operation failed on domain controller.contoso.com. This error is not retriable. Additional information: Access is denied

Active directory response 00000005: SecErr: DSID-03151E07, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0

Is there anyone that has run into this same issue before and what was the fix.

I have tried using domain administrator account and I have enabled inheritance on my accounts I'm trying with.

any ideas as I'm almost at a loss

Are you an Organization Administrator?  Also, try starting the EMS as admi

Please check the account you used to run the commands, make sure it has the necessary permissions as stated in this article

Please check with the Get-PublicFolderMigrationRequest | Get-PublicFolderMigrationRequestStatistics command to get in more details please refer to this article - Public Folders Migration from Exchange 2007/2010 to Exchange 2013

After moving all mailboxes from Exchange Server 2010 to 2013 we can turn our attention to the public folder migration here an article which lets you in stepwise how to Move Public Folders

If none of the above solution works, then If you wish you may try this application i.e. http://www.exchangemigrationtool.com/ which lets you to migrate Public Folder content swiftly from Exchange 2010 to Exchange 2013.

Thanks everyone for your help - although none hit the spot.

I have however found a fix (not sure if its the best practice though)

Our exchange server was talking to a domain controller (in this case dc2) 

I then looked at the security logs on dc2 and was getting a failure

I then checked and the Exchange Enterprise servers had read only to an OU in AD (Users)

Added as Full control and problem fixed.

Hopefully this can help someone else!
