What do you see in the application event log when you try to mount the
database? If you wait 15 minutes can you mount the database?

well I change the adsiedit, then I can mount the database, but I get a new ERR report:

Is this a new, unused, database? Delete it. Remove all the files
associated with the database. Recreate the database.

If the database has live data in it then don't do that. The 1216 is, I
believe a mismatch in the database and the log files. Deleting files
will most likely result in a loss of data.
