As per the information and details provided by you, to solve the problem of address book in Exchange 2010, please follow these steps: -
- Enable web-based distribution for the OAB to your client access servers If you are upgrading from Exchange 2003 to 2010, this step is a must.
- Change the mailbox server thats responsible for generating your OAB to an Exchange 2010 mailbox server This is important whether you are migrating to Exchange 2003 or Exchange 2007.

According to your description, I understand that outlook client cannot send message to new account whom is been delete and recreate with same name.
If I misunderstand you concern, please do not hesitate to let me know.
This issue is related to outlook auto-complete list. Please run "Get-GlobalAddressList |Update-GlobalAddressList" to force update address list.
The auto-complete list, also known as the nickname cache, is generated automatically as you send email messages from Outlook. The list contains SMTP addresses, LegacyExchangeDN, and display names for people that you have sent mail to previously. If create an
account with same name, the GUID and SID has been modified.
For your question, we can manual delete the cache of problematic record or run Outlook.exe /CleanAutoCompleteCache to reset the nickname and the automatic completion caches.

Hi ,
This issue is purely related to outlook autocomplete cache.
From outlook 2010 onwards autocomplete cache will be saved on the exchange mailbox and it will not be saved locally on the users machines.
On your case you have lost all the mailboxes and the mailboxes now you are having are the new one .So you cannot make use of the previous autocomplete cache.If clients are outlook 2007 then you can make use of the local cache (.NK2) because it will be saved on the local user profiles.
