Is there a way to use Exchange's Throttling capabilities to set a delay in exchange so that after a user sends a message the server holds it for 60 seconds (in case user wants to recall message) before delivering it?

Hi Martina is correct. You can not do that on exchange server. The delay or schedule sending e-mail messages is possible, but it is on Outlook, on Client Side, not Exchange Sever. http://office.microsoft.com/en-us/outlook-help/delay-or-schedule-sending-e-mail-messages-HP005242790.aspxZi Feng TechNet Community Support
