Hi,

Yes, you can manage mail queues.

You can use "suspend" and "resume" to manage messages which in the queues.

Please refer to the following articles:

Suspend Messages

You can suspend one or more messages in the queues on a computer that has the Microsoft Exchange Server 2010 Hub Transport server role or the Edge Transport server role installed.

Resume Messages

You can resume a message that's in a queue on a computer that has the Microsoft Exchange Server 2010 Hub Transport server role or the Edge Transport server role installed. You can resume a message that currently has a status of Suspended.

Hope this helps!

Thanks.
