Event ID 1079 shows public folder quota has been exceede..
Can you please try to run below command
Get-PublicFolder Identity '\' Recurse ResultSize Unlimited > C:\PublicFolders.txt
Check if the UseDatabaseQuotaDefaults is set to True
It must be either set to true or False. It should not be blank or any other value.
Also check the public folder permission and make sure we have atlease one user an owner.
Exchange 2010 SP1 introduces a flag that controls whether a mailbox is checked to see if its size is equal to or greater than 50% of the Prohibit
sendquota. As a result, if the Issue Warning quota is set to a value less than 50% of the Prohibit send quota, the warning message associated
with theIssue warning quota wont be sent to the user. For example, if a mailbox has a size limit of 10 MB, and you set the Issue warning quota to 3 MB and the Prohibit
send quota to 8 MB, the user wont ever receive the warning specified by the Issue warning quota because the Issue warning quota
limit isnt equal to or greater than 50% of the Prohibit send quota. Instead, the user will receive only the message associated with the Prohibit sendquota (in this case,
when the users mailbox size reaches 8 MB).
I would request moderator to confirm if its the same behaviour for Public folders...

Hello!
Ever since we decommissioned our Exchange 2003 Server, owners of public folders on the Exchange 2010 Server are no longer receiving warnings when the "Issue warning at (KB):" value is reached. For instance, I have a public folder that has 450000 KB
as the issue warning limit and 500000 KB as the prohibit post warning. None of the owners of the public folder (there are 3 owners) ever receive a warning until the user comes to us and tells us they can no longer post to the public folder. I've
tried to research the issue before posting here, but was fruitless in my efforts. Any ideas? Do I have to enable something on the Exchange 2010 Server for these warnings to be sent to public folder owners?
Thanks for any help!

Lets run the command to check the schedule
Get-Publicfolderdatabase | fl name, Quotanotificationschedule
Also Please make sure we have E2k10 public folder replica present on the public folder
To get more information on this, I would suggest to increase diagnostic loggin on

Open the Exchange Management Console.
Expand Microsoft Exchange On-Premises.
Click Server Configuration.
Select the server name under Server Configuration for which you want to increase logging.
Click Manage Diagnostic Logging Properties under the Actions pane.
Expand MSExchangeIS.
Expand 9001 Public
Click Storage Limits.
Click Expert, and then click Configure.

QuotaNotificationSchedule : {Sun.1:00 AM-Sun.1:15 AM, Mon.1:00 AM-Mon.1:15 AM, Tue.1:00 AM-Tue.1:15 AM, Wed.1:00 AM-Wed
.1:15 AM, Thu.1:00 AM-Thu.1:15 AM, Fri.1:00 AM-Fri.1:15 AM, Sat.1:00 AM-Sat.1:15 AM}

Did you get a chance to check if we have E2k10 public folder replica present on the public folder
Lets monitor the application logs we should get some events in that regarding public folder quotaPlease remember to click Mark as Answer on the post that helps you, and to click Unmark as Answer if a marked post does not actually answer your question. If I look at the properties for the public folder in the Public Folder Management Console, the General Tab lists the Public Folder Database: Public Folder Database 1349785730. The Replication Tab lists Public Folder Database 1349785730 and the NetBIOS
Name of my Exchange 2010 Server. This is the only Exchange Server in the organization at this point, and the public folders are functioning fine otherwise. I'll check the logs tomorrow morning and let you know what I find.
Thanks again for all your help!

Hi!
I ran that command, but I don't believe it produced the results you desired. It just listed all the public folders and their paths... Here's an example of what I'm seeing in that test file....
