Exchange 2010 Journaling
We created a windows account called journaling, then created it a mailbox then went on the database and select that account for journaling. Journaling is now working properly. Now we are trying to figure out a way that we can create a journal rule where if someone does not want a message to be journaled the can put in the subnet line Do not journal and the message would not be journaled. Is there a way you can create a journal rule that say if a message contains Do not journal in the email subject line or body, it will not journal the message? If so how do you accomplish this.

Only if you didnt use journaling rules and perhaps used transport rules instead - which isnt quite the same. Kinda defeats the intent of journaling however if you can bypass it though doesnt it?

No, i don't think you can do this. Since you have set the journal rule, all message will be journaled.
