Exchange 2010 - Limit no of internet email per user
Is it possible to limit number of outgoing internet email (not email size, but email count) for each user per day?

Natively? No. The most you can do is limit the number of recipients at one go. Exchange doesn't keep a count of how many messages a user sends. You can get close to this (but not exactly what you want) with a throttling policy. Take a look at the RecipientRateLimit and MessageRateLimit parameters and see if that will give you a suitable alternative.Active Directory, 4th Edition - www.briandesmond.com/ad4/
