I want to limit message size when sending to more than one or a few person on my domain.
I checked the Receiving limit configuration for a specific people or specific distribution group.
In case of someone who send email to a few mailboxes inside my domain that are not listed in the specific rule, So there is the problem.
although - When expanding the distribution group from "TO" in outlook(show the members), Should the rule break because the distribution group name has been removed?

If you put a size limit on a group, then it only applies when sent to the group. If someone was to expand the group so the individual addresses are shown, then the limit no longer applies.
There is no way to avoid that - even if you put a limit on the size of the message sent to multiple recipients, the end user could still get round it by simply sending the message individually.

If you want to stop users from sending a large attachment to many people, then you need to provide an alternative method for file distribution both internally and externally, so that you can reduce the overall message size limit.
That would need to apply to all users, with no exceptions, because if you allow one person (CEO for example) to have access, then it is very easy for his secretary to request the same, then other directors etc. Before you know it, the people most likely to send a large attachment to many people will be the ones who can continue to do that.
The end users will find a way round any other kind of limitations that you may put in place.

And when expanding the distribution group that has receiving message size limit from "TO" in outlook, the limit on this distribution group wont work. Because the recipients are the members of this distribution group, not this distribution group.
So why would you like to limit message size when sending to more than one or a few person?
