Exchange 2007 Mailbox Limit (Quota) will not overwrite Mail Store Limit (Quota)
Environment:
Mixed Mode Exchange 2007 SP3 w/ Exchange 2003 SP2
Exchange 2007 is running on Windows Server 2008 R2
Exchange 2003 is running on Windows Server 2003 SP1
Situation:
Company policy dictates that mail stores are to have the following storage quota (1GB):
Issue warning at 838,860KB
Prohibit send at 943,718KB
Prohibit send and receive at 1,048,576KB
We have a collection of power users we would like to have the following quota settings for (3GB):
Issue warning at 2,887,690KB
Prohibit send at 2,990,080KB
Prohibit send and receive at 3,145,728KB
According to this TechNet article (http://technet.microsoft.com/en-us/library/aa998353%28EXCHG.80%29.aspx) Exchange 2007 maximum quota size is: 2,147,483,647KB (2TB)
We have tried setting the individual quota using both the exchange management console and the exchange management shell . If we query the account using:
get-mailbox –id account@domain.local | fl *quota*
the following information is returned:
ProhibitSendQuota
: 2920MB
ProhibitSendReceiveQuota : 3GB
UseDatabaseQuotaDefaults
: False
IssueWarningQuota
: 2887690KB
RulesQuota
: 64KB
However if we try to send email to or from that mailbox we receive the following error message:

Solved it on our own.
Was not waiting long enough for the information store mailbox configuration cache to refresh. Restarting the Microsoft Exchange Information Store service solves the problem immediately

How long after you made the change did you wait before you tested
that? The default time between cache refreshes is two hours. Depending
on when you made the change it might have become effective almost
immediately, or it may take up to the full 2 hours.
You can usually shorten that interval to, say, 20 minutes without
causing any grief.
Howcome you used KB when setting the IssueWarningQuota? Wouldn't it
have been more clear to just use 2820MB?

Was the mailbox full before you made the change? If it was, have
patience. If you have no patienct, dismount and remount the database,
or move the mailbox to another database (moving a 1GB mailbox might
take a while).
