Exchange 2007 CCR transport server stops sending to mailboxs

Our environment is composed of a single Exchange 2007 (Version: 08.03.0348.002)server running cas and hub roles  and 2 MBX servers running in a cluster.   Event logs (mbx, cluster, application, system) look like the same as when it running.  Currently there is 700 messages queued in the mapidelivery.  I have restarted the transport service and a few messages when through but then mailflow stops.

All the new emails are getting queued on the hub server still ?

Please check the queue viewer and check the reason from the message properties ?

Also check the memory and CPU usage of that server ?

Yes they messages are growing to 1k in the queue.   No error listed in message properties.  CPU, Memory, Network, Diskspace all in good shape on all servers.

So, whenever you restart transport service, the emails are getting processed ?

When it restarts it will send a few but then it will stop again.

Could upgrading desktop clients software to office 2013 caused the bottle neck?  We have not seen any other errors since but we have also stopped the office 2013 deployment.

i am pretty sure some resource bottle neck caused this issue but not sure the cause for the bottle neck, that we have to check in the event log. increase the diagnostic logging for transport process and check the event logs

We just had the event again.  This time I had restarted the ms exchange mail delivery service on the mailbox server and the messages went right through.  The mail flow troubleshooter did not find anything.   It is strange that it happened on weekend when our mail traffic is light but... before I restarted service I had exported the list of items in the queue and of the 200 messages there were 140 messages that were being sent because of web server was down.
