Hi I'd like to explain that with default permission in Exchange 2003, all the administrators are explicitly denied to access others' mailbox. There are 3 ACE on mailbox store for administrators which are inherited from upper Administration Group: Allow - Full Control, Deny - Send As, Deny - Receive As. All mailboxes in the store inherit these permissions. Since deny rules are prior than allow rules, administrators are prevented from viewing others' folders in this scenario. In order to access others' mailbox, the following criteria should be met: 1. Send As and Receive As permission has been granted to the mailbox for the user. 2. No explicit access deny rules applied to mailbox for the user. Default deny rules have been set for domain\Administrator, domain\Domain Admins, domain\Enterprise Admins object. If the user is just administrator or member of these admin groups, access to others' mailbox will be prohibited.
