I am running Exchagne 2003 Std SP2. One of the Admin no longer has access to all mailboxes. Nothing has changes and i have even removed the admin's righst with the Delegation wizard and added back, but still no access to the 2003 enviroment. No other admin have this issues.

Thanks A_D, been a while since have setup security. The admin in question had been denied "recieve as" and 'send as" permissions.
