We have a single Outlook Contacts database in our Exchange server 2007. Only 1 user can see the Contacts (read-only). Nobody knows how it was set-up, originally. We want to add more users who can see the database, but the person who is in charge of the Exchange Server could not find a GUI way of adding another user. We think it is one of those features that were not completed with Exchange 2007 when it was rolled out. I am sure, there is now a GUI for that with Exchange 2010. Does anybody know .... is there a powerShell command for this? The strange thing is, the user has the read/write access to Public Folder (Contacts type), but the Exchange Admin cannot see the data, nor can alter access the permissions. This was originally an Exchange 2003 Server updated to Exchange 2007

If it is a public folder, then the GUI was added in Exchange 2007 SP1. Therefore I would check that you are on the latest service pack of Exchange (SP3). Client permissions on a public folder can be changed through Outlook. If you right click on the folder and choose properties you can see the permissions that the user has.
