Hi Arlo15,
I would suggest that you could analyze the setup log of the exchange sp3 and the ru2. It seems caused by a failed update.
Then we could get some useful information.
Some other personally suggestion:
1. Confirm all the services of the exchange server work well, try to start all the related and needed exchange service.
2. If the services could start properly, then we could update it again.
3. If the services could not start properly, we could d as below:
completed setup.com /m:recoverserver from CD media
then start the services
Mounted databases
I also suggest that you could open a ticket from MS, because we need analyze more log to confirm the issue.
Regards!
Gavin

To Gavin-Ahang and Jamestechman:
Thank you for your responses.
In the end the Server OS needed to be reinstalled and Exchanges 2007 sp1 restored using some command line codes provided by Microsoft.
It seems that Exchange server lost contact with the Active Directory Server during installation, which killed Exchange. The SP3 install went as far as installing the Tools and then quit. All efforts to continue with SP3 installation or rolling
back to SP1 (a 15 hour process with Microsoft support)ailed.
1. Server had 1 System Drive and 1 Data drive
2. Rebooted server with Windows 2008 installation disk and reinstalled OS and all OS
Setup /m:RecoverServer /t:"C:\Program Files\Microsoft\Exchange Server"
After exchange recovery MS recomended NOT trying to install SP3
