Excel attachments to certain users give network errors?

I have a relatively new user on the domain that is getting this error when sending files to only certain users "The operation failed because of network or other communication problems. Verify your connections and try again". I have tried sending this to other users and myself and it goes through with no problem. Using the same PC but a different user on the Domain I am able to send the same document to the users that fail using the new user. The users have the same domain rights. Is there some kind of security feature built into Outlook that would block/allow attachments from specific users? I am trying not to be too intrusive into these two users PC's as they are the owner and Comptroller of the company and it is difficult to tell them it may be there PC's that are the problem with permissions and the like. Thanks in advance for your help.

So the issue is that only your user account can't send the document to that specific user? A really odd issue, as far as I know, There is no such a strange security feature built within outlook.
Have you tried to use 'Rich Text' to sent this document or zip it firstly and then send it out?Or change a PC and log on your user account, then send the document to that user, what will happen?
