Event ID 1003, Office Software Protection Platform Service - Outlook Unresponsive

I am trying to assist some end users troubleshoot an issue with Outlook freezing up when attempting to send email.  I have correlated this behavior with Event ID 1003 (Office Software Protection Platform Service) in the Windows Application logs.  When the user sends the email, Outlook's window changes to "Not Responding", Event ID 1003 is logged after about 1 minute, and shortly thereafter Outlook becomes responsive again.  The details logged in this event log are as follows:

The Software Protection service has completed licensing status check.

Does something need to be changed/modified/tweaked to avoid this long delay?

Hello,

So far, I can not find any known issues that we are currently working on.  Here's what I understand from your description above:

1. Outlook 2010 freezes when sending e-mails.
2. When the user sends an e-mail Outlook window changes to Not Responding.
3. At this point it generates an event ID 1003 and then after some time Outlook becomes responsive.

To help us narrow down the issue, please answer the questions below:
1. Ensure that all users are on latest build of Outlook (refer http://support.microsoft.com/kb/2625547)
2. What is the Build number of Exchange that you are running?
3. Is the user using outlook in Cached Exchange Mode or Online Mode?
4. Is the issue seen if we use Outlook in the safe mode?(Outlook.exe)
5. What add-ins are loaded with Outlook.exe?
6. How many users are affected?
7. Since how long the issue is occurring?
8. Is the issue re-producible on demand?
9. Any recent changes were made in the environment?
10. Is the issue seen if we configure new outlook profile for the user on the same computer?
11. Is the issue seen if we configure new outlook profile on another computer?
12. What if we configure another users outlook profile on this computer?
13. Does Outlook freeze when sending e-mails or does it also freeze while doing any other activity within outlook.

I will try my best to gather answers to all of these questions.  To complicate matters, the end user insists that this issue only occurs on Tuesday.  Has anyone else seen such regularity with this issue?

I have an identical problem, exactly the same Event viewer message with PCs with MAK licence and PKC licence and Exchange 2011, both PCs are fully up to date with MS updates. This problem started after Tuesday 14th.

Adjusting "InactivityShutdownDelay" registry setting has made no difference.

is this the result of a bad update ?

Hi Keith,

We have a user with a very similar problem.  Outlook freezes and the event log shows the The Software Protection service has completed licensing status check message.

Do you know if there was a resolution to the original post?

This is happening to me as well, but its not just outlook doing this it is also Word and Excel.

when opening files on a network or locally from windows explorer, it will just hang their for around 5 minuets before word or excel  open up with the document. the only thing showing up in the event viewer is multiple

this happens more often then not but not all the time.

many people have problems for office 2010 pro.

my question is why i dont mind it happening but i do mind it slowing down productivity.

We are Experiencing this problem > MS office 2010 PKC (MS excel and MS Office freezing with 1003 error)

Issue started mid July

This is a very interesting issue and would like for you all to try the following.

In my case, I can not send a reply to users but I can send a reply to an email I sent to myself.
With this I found the Office Software Protection check didn't happen or it wasn't logged into the Application Events.

I checked my COM (Component Object Modules) using dcomcnfg from the run line.
I found a few COMs that didn't have registry entries and allow the app to add them.
I then disabled all Add-ins (File > Options > Add-Ins > COM Add-ins > Go > Uncheck all items listed.

It would work after that until, the Software Protection Service would run again after closing Outlook and reopenning it.

The only thing that makes me think the cause starts with the Software Protection Service is the fact one Add-in COM is checked each time and that's the "Microsoft VBA for Outlook Addin".

At that point, it errors again.

We are running Office 2010 Standard Version: 14.0.7015.1 32bit on XP SP3 systems.

My Followup question is: How can I disable the Software Protection Service to allow me troubleshooting correctly in Safemode (Outlook.exe /safe) ?
