Error trying to install the Exchange 2013 Management tools on Windows Server 2008 R2 - Reboot pending

I am trying to install just the management tools for Exchange 2013 on a Windows 2008 r2 server.  

These tools are required on this server in order for Backup Exec client for exchange to work.

It is telling me there is a reboot pending.   I have rebooted 3 times already and it still fails.  I found a post regarding registry keys to look for http://www.exchangemaster.net/index.php?option=com_content&task=view&id=253&Itemid=1&lang=en

But those keys do not exist on my system as the post was for a Windows 2012 server.

I looked in installed updates and there was a failed windows update, which I uninstalled and then rebooted, but I continue to get the error that a "reboot from a previous installation pending"

Any help would be greatly appreciated.

There is a reg key fix for this; I've had to do it myself but it's been a while.  Let me find it.

Edit: Actually the article that you mentioned above does have the correct resolution; forget the fact that they say Windows Server 2012 the solution is the same.

CASE 1

The registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\UpdateExeVolatile  does not exist.

SOLUTION

Using registry editor, create the key and set its value to 0.

CASE 2

The registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\UpdateExeVolatile exists, but the value is set to a value other than 0.

SOLUTION 

Using the registry editor set the value of the UpdateExeVolatile to 0.

CASE 3

The registriy key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\PendingFileRenameOperations contains any values.

SOLUTION

Delete any values existing under the PendingFileRenameOperations key.
