Error saying email is too large to send when it isn't

I have a user receiving an error saying that an email she is sending is too large. The email is about 5 MB total with (size includes)a couple of attached jpeg files. The send connector limit is set to 30 MB, and so is her profile. She is getting the following error:<o:p></o:p>

#550 5.3.4 ROUTING.SizeLimit; message size exceeds fixed maximum size for route ##<o:p></o:p>

We have exchange 2007 (mailbox, transport hub and edge all running separately) running on server 2008 sp2. The user is running outlook 2010 on windows 7.<o:p></o:p>

Thank you, I checked against the article but the send limits are all set correctly. The error seems to be in spite of the limits, not because of them.

please check on the following 

1-Transport Configuration 

2-Send and Received connectors.

3- Recipient Mailbox user.

1- Transport Configuration

get-transportconfig | FL MaxRecieveSize, MaxSendSize

2- Send and Received connectors.

Get-ReceiveConnector | fl MaxMessageSize
Get-SendConnector | fl MaxMessageSize 

3- Recipient Mailbox user

Exchange Management Console > Recipient Configuration > Select Users > Properties >> Mail Flow Settings tab >> Message Size Restriction >> define your values

I think I found the issue, but it's left me a little confused.

All limits on the transport hub were set correctly. I was under the impression that all the other send/receive limits were inherited from there. I finally found where the limits were displayed on the edge server, and these were sent to the default 10MB. I know that this was not always the case, so my best guess is that some update reset them.

What I am trying to figure out, is am I mistaken about the role of the transport server? Are the transport server and edge server limits supposed to be separate?
