Error code: 0x803D0008) Serialization failure on Sync notebook

When syncing local copy of a notebook to one laptop the below error occurs. 
The same notebook is syncing fine on other devices.

This is the 2nd time the error has occurred with the same notebook, other notebooks in the same user are fine, no errors.

Notes:
notebook does seem to sync changes after a while, but Shared Notebook Sync window reports Not Syncing with a last sync date of over 4 weeks ago (last sync before error). The error box reports the time of the latest sync try(reports failed but seems to be ok??)

changes do seem to sync I/O to other devices

Is this an error that can be ignored or do I risk corrupting the notebook over time?

(Error code: 0x803D0008) Serialization failure occurred when reading an element with WS_READ_OPTION '2', name 'GetChangesSinceTokenResponse' and namespace 'http://schemas.microsoft.com/clouddocuments'.; Serialization failure occurred when reading a field with WS_TYPE '26 (0x1A)', WS_FIELD_MAPPING '2', name 'SyncData' and namespace 'http://schemas.microsoft.com/clouddocuments'.; Serialization failure occurred when reading a field with WS_TYPE '21 (0x15)', WS_FIELD_MAPPING '11 (0xB)', name '' and namespace ''.; A runtime memory allocation requires 27 bytes more than what is available in the heap with a limit of 5242880 bytes.

Error Device: 
Win8.1 onenote 2013

Steps to reproduce:
Sync Now button or automated sync

Corrections tried:
cleared cache
logged in to notebook via web browser

Duration of error :
> 4 weeks

Hi,

How do you sync your notebooks on other devices? Via OneDrive or SharePoint?

Does this error happen to all notebooks or just a certain one? If this only happens to a certain notebook, we can first try closing the notebook and then reopen it to see the result. If still no luck, we can try create a new notebook and then copy all contents from the certain notebook to the newly created one to see if the issue will be fixed.

I noticed that you have tried logging in to notebook via web browser, I'd like to know if this issue exists in OneNote web app. If this error happens with all notebooks, the issue is probably be caused due to a problem with your Microsoft account used to sync. It could either be blocked or you may just have to update your security information.

Please let me know the result.
