Error accessing ECP (Exchange admin center) cookie problem

When one (and only one) user tries to access Exchange admin center (https://mail.domain.com/ecp), they get the following:

Sorry, your request couldn't be completed. Try deleting the cookies from your browser, and then sign in again. If the problem continues, contact your helpdesk.

Well, they are the helpdesk. It doesn't matter the browser or the computer she tries to access it from, it always appears. She has deleted the cookies, etc. without resolution. She can, however, access https://mail.domain.com/owa without any problems.

Hello,

If the user access EAC, the user must have organization management permission. I recommend you use get-rolegroupmember "organization management" cmdlet to check if the user is a member of organization management role group. 

If the user access ecp, I recommend you check if she can access ecp via owa options.

You can have "Recipient Management" or any number of other roles to access EAC. You don't have to be an Organization Management Role, only. And, what would that have to do with cookies? That would give a permission error of some sort, right?

Has no one else seen this? It would be great to get an answer. I know it has been a month, but no resolution as of yet and the only person to provide any kind of answer really didn't answer. It was more of a statement that was incorrect.

I am having this same exact issue. Did you ever find out what the cause was? We had some other issues and had MS support working on our server. This started happening the next day. Not sure what changed that would cause this.

Hey after posting my reply above and doing some troubleshooting of my own I figure it out.

In IIS in the ECP Virtual directory make sure Use SSL is checked. Then when you go to your ecp make sure you go to https://domain.com/ecp.

This is what worked for me. I have to look but my guess is i need to set it up so 80 forward to 443 for the ecp.
