Hello Parinya.T, The problem might be some users are not bound to throttling policy. Please set default throttling policy on the user accounts. "Set-Mailbox "Account" -ThrottlingPolicy policy" Hope it helps. Rowen TechNet Community Support

I already modify a parameter "EWSMaxconcurrency" on policy's concern, but error still on. Please tell me anyidea or something, I'm out of my mind.
