Encryption settings - Does IE use SSL or TLS ?

Hello

I have been wondering why the Internet Explorer default setting for encryption is to use SSL 3.0 and TLS 1.0.

Why are not the TLS 1.1 and TLS 1.2 enabled by default ?

When connecting to a https secured site, is the SSL or TLS in use ?
