Enable user with full permesion to Change another mailbox password

Dear Experts  could you please help me to fined way to reset password for another mailbox user 

Example   if user X have Full permission to open mailbox For Y  SO   i need user X to reset password for Y  using Exchange OWA

Install the Reset Password Role and assign it to a group or individual account

you are right but i didn't want X to open ECP   just  need to reset password from OWA   also  because User X  doesn't have permssion to see all user mailbox  only he have full  permission for User Y

As per my knowledge it is not possible without assigning Reset Password Role to user X.

of course i give him reset password then full permission from AD but result the same    

Just note

from ECP  user X can reset      but from OWA  by " open another mailbox " he couldn't

Thank you for your question.

By my testing, we  could change Y password by X OWA, it is by design.

Because, when we login OWA by X, X will create a session to Exchange CAS server then to AD, but, when we open Y mailbox by X, we just create an additional session to Exchange server instead of AD. That is to say the primary session is X, so we didnt change Y password by X in OWA.
