Enable PERMISSIONS on the Message tab, in the Options group.

"Do Not Forward ... " the notification created when IRM is in place ...

I would like to enable the above when sending email messages.

I am using Outlook 365 Desktop (Individual). Win8 64 Bit

Are there Policy (Local Policy) settings to accomplish enabling the PERMISSIONS in the Option Group of the Message Tab?

I tried to enable IRM (Individual Rights Management) using OCT (setup.exe /admin) but do not seem to have that on my computer or am not pointing to the correct directory path.

Are there specific registry keys/values that need to be modified or created?

Hi,

You mentioned Outlook 365 Desktop, is it a Click-to-Run version or a traditional msi version? Please note IRM settings are not configurable for Office Click-to-Run streaming and virtualization deployments.

Actually there is a policy that we should note:   

  1. In Group Policy, load the Office 2013 template (Office15.admx) and locate User Configuration\Administrative Templates\Microsoft Office 2013\Manage Restricted Permissions.
  2. Choose Turn Off Information Rights Management User Interface.

  3. Choose Disabled or Not Configured.

  4. Choose OK.

Make sure you have downloaded the Administrative Templates:
