You need to provide an address / path to the pdf file which will work identically for everyone trying to open it. If you link it to a file on your local machine (for instance c:\foo\mydoc.pdf) then it will work locally, but for anyone else clicking that link on their machine it will fail unless they also have a document at that same file path on their local machine (eg it will try to load the document from their local machine NOT yours).

If you're trying to make the document available to other people on your network then the simply option would be to store the pdf file somewhere on the network which is accessible by a commonly used drive mapping, then link to the document using that path. Since everyone has access to the document at the same filepath then the link will work for them as well.

If you're trying to make it available to anyone with an internet connection then you'd need to publish the pdf document somewhere online that everyone can access. At that point you can insert a hyperlink in the word document linking to the pdf file.
