Emails randomly get stuck in Outlook 2010 outbox

The issue I'm having has occurred on 3 separate computers, at different times, within the last year.  The 1st computer it happened on actually was using Outlook 2003.  The most recent is a Windows 7 Pro desktop PC with Microsoft Office 2010 professional.

Basically what happens is some random email gets stuck in the outbox, and continues to send using up all the user's relays for that day if they don't catch it in time.  Recipients receive the email many times, so it is actually sending.  It doesn't occur with all emails, and sometimes doesn't occur for months at a time.  The email account is configured as a POP account. Please help with this issue.

Hi,

When we have a slow Internet or the latency is high, Outlook may not get response from the Server in time, thus Outlook considers the connection to the server is lost, by default, after 1 minute.

However, if the message has actually been sent in the bad Internet condition, but Outlook doesnt get a response from the server, it may still try to submit the message in the Outbox in the next Send/Receive task.

We can increase the Server Timeouts to 2 or 3 minutes in this scenario, it will be more probably that Outlook can get the correct response from the server if the message is sent.
