Email folder size and export to .pst size different

A user mailbox is getting to large. To reduce the mailbox I decided to put important emails in a temporary folder and create a .pst from this folder.  I noticed after appending the .pst file to the user mailbox, that the amount of emails in the .pst file is much less than in the original folder.

Why is this?
How can I resolve this problem?

Define "amount of emails".  Number of items or total size?  How did you take this measurement?

You didn't ask for my opinion, but please be aware that it is general consensus among Exchange experts that PSTs are not the place for "important emails".

Which command did you use to export messages to .pst file? Please post it.

And do you mean after importing the exported .pst file to the user mailbox, the amount of the emails is less than the original?
