Email Address Policy Based on OU

I ran Exchange 2010 for many years and all my email address policies were created in Exchange 2010.  I've since upgraded to Exchange 2013 and I am now attempting to create additional email address policies.

From the EAC I start the address policy wizard, naming the policy, choosing my address format, apply it to Users with Exchange Mailboxes.  My issue appears when attempting create a final rule based on recipient container.  From the 'select an organizational unit' dialog I am expecting to be able to browse my tree and select an OU. Nothing appears.  I can't even type in the domain and container because the OK button never allows me to save the input.  

Why might Exchange 2013 be unable to produce a list of the containers in my AD?

Hi,

There are some scenarios where you cannot use EAC to modify an email address policy. These are listed here: https://technet.microsoft.com/en-us/library/bb124580%28v=exchg.150%29.aspx?f=255&MSPPError=-2147217396 

In this case, use the Shell to edit the policy - see the same link.

But, how about simply making a new one?  I'm in as the domain administrator making a brand new policy and it appears all other filter options are available.  Selecting an OU is the only problem I seem to be running into since the dialog offers no containers to choose from and no way to browse for them.  I guess I'll just make a new one with the shell, but I'm starting to wonder if something's broken and needing a tweak.

Have you tried the EAC from different machines as well as from the server and checked your IE settings?

Also, take a look at this article which states that there can be issues with the maximum result size when enumerating OUs: http://blogs.technet.com/b/esexblog/archive/2013/08/16/exchange-2013-no-muestra-todas-las-ous-de-la-organizaci-243-n.aspx. You will need to translate to English. By default the result size is 500 OUs. 

The other thing that is worth looking at is checking whether Exchange is up to date.
