ESM 2003 Tools for Windows 7
Has Microsoft developed an Exchange System Manager for Exchange 2003 yet? I see all types of duct tape fixes for this.

Per my knowledge, there’s no official announcement to support the exchange 2003 ESM on the windows 7, only the package for windows vista
