Hi,
Based on my knowledge, this error often occurs when Outlook is in Exchange Online Mode.
Is the user using Outlook in Cached Exchange Mode or Online Mode? For most scenarios it is recommended to use Outlook in Cached Exchange Mode to keep a good performance.
By the way, if you just copy an item from a shared mailbox to your own mailbox, or copy an item from your mailbox to a shared mailbox, does the error message occur?
