i have problem i just discovered in my test environment any user in domain admin group have the right to send as any email address even the user email doesn't have send as or full control  for any one  in my Exchange Org

Hi ,

From your description i understand that the members on the domain admin group has automatically got the send-as permissions over all the mailboxes in exchange but that group is not reflecting on the exchange mailboxes send-as permissions list.

If i misunderstood your query ,please explain me.

Based on my knowledge for this issue you need to check the permissions through ADSIEDIT for the "domain admins" group over all the databases as well as on the exchange organisation level.
