Recently, I'm studying if I can compliance mails by my own code, so I wanna know if Microsoft has provided corresponding API.

Some API which implements Data Loss Prevention function is just what I need. And If this kind of API doesn't exist, I wonder if I can get emails by anti-spam API before they are delivered so I can compliance them and then decide what action to take.

DLP, compliance, antispam and AV are all implemented as Transport Agents on Exchange so you can build your own Transport agent to do this kind of thing have a look at https://msdn.microsoft.com/en-us/library/office/dd877105(v=exchg.150).aspx (look specifically at the antivirus transport Agent)

There is no DLP function exposed as an API in Exchange as the current DLP Transport agent isn't extensible but you can build your own.
