I recently changed the Ownership on our Distribution Group to only have the Exchange Admin have access to it or modify it. With that settings, it also changed the Outlook 2013 GAL where the users  can no longer view the members of any of these groups.  Only the Admin can view the members on the Outlook.  Normally, when the user search for a particular group, they can select the group, right click on it and select properties, and this will give them the list of the people that belongs in this group.  Is there any settings in Exchange where I can modify the attributes so that the Outlook users can view the members?  Thanks.

Exchange doesn't prevent user from seeing group membership (unless it is dynamic distribution group) in address book, there might be some other involved in it and not showing up members when looking in the address book.

Does your user see member when they try from Outlook Web access? If yes, then it is more related to offline address book....

I will have one of the users check.  If he is able to see it in OWA, what should I do then? You mentioned that if that's the case, this will then be related to the Offline Global Address book? Our Outlook GAL default is Offline Global Address List@username.domain.  Should it be different other than the default?
