Why there is no such feature as Discussion Forums in Yammer and how this can be done with yammer ?

As far as I know, Discussion forum is not available in Yammer. Since this forum is for questions and feedback that related to setting up and deploying the RTM release versions of  Office 2013 and Office 365 ProPlus, I'd recommend you post your question in the Yammer forum:
