Disable Password Change in OWA 2013 doesn't work

Hi,

We're running Exchange 2013 CU7 environment (still in coexistence mode with 2010) and have just noticed that some of our users can still change their passwords through OWA, even though:

-  ChangePasswordEnabled is False on all OWA virtual directories on the site, and

- the checkbox in ECP on all  owa virtual directories > features > security > Change Password is unchecked.

Default OWA policy has this option checked in ECP, but this policy is not applied on any of the users in question.

For me, when trying to change password "settings button > options > account > change your password", it lets me type old and new passwords, but when I click "save" it pops up with an error that I don't have permissions to do this. For some other people, they get sent to OWA login page and need to log in with their new, changed password.

So it sounds like it's working for some but not for others. Why is this option even there when it's disabled?

What am I missing here?
