Disable Outlook 2010 Stationary

How do we disable users from changing their Stationary in Outlook 2010 by using GPO?  The instructions from a previous attempt only disables the "themes" on the ribbon, but users are changing the mail stationary settings.

The instructions from this link are incorrect for disabling the stationary in the options.

If the above is not enough and the Theme, button needs to be disabled (which should not be necessary given the results of the above steps, we can set the below features in the office setup as not available
1. Set the feature state of Outlook Stationery (under Microsoft Office Outlook) to not available.
2. set the feature state of Web Themes and Microsoft Office Themes Under Office Shared Features to not available.
