Disable Automatic adding of Most Recent Recipents - Exchange 2013 - Apple Contacts Bug.

We have Exchange 2013 (Office 365) Configured and having issues where Apple Contacts seems to add email addresses of people we've sent messages to. It doesn't matter if they are already in the Contacts on exchange. They just show up in Apple Contacts. So when browsing through your contacts you will see multiple email addresses stacked on top of one another.

If you do a search for the card in Apple Contacts it doesn't find the card.

We've ruled this to be caused by Most Recent Recipients being added automatically, and for some reason Apple Contacts decides to show these in the App

By logging into OWA (in light mode) you can disable this feature, but is there a way to do this on a global level so I don't have to login to every users webmail accounts?
