Which folders are you trying to delete? You can't use it to delete the default folders Outlook created. See How to Hide or Delete Outlook's Default Folders for a
method to hide or delete some of the unused folders.

Hi,
Do you mean the 'X' button that can be used to delete a message or folder?
This button only work for custom folders you created, and it cannot be used to delete Outlook default folders, such as Inbox, Sent Items, Junk Email, etc.
If we have misunderstood something, please provide more detailed information on this issue so that we can resolve the issue more efficiently.

The empty deleted items button only works on the default data file. You'll need to right click on the folders and choose Empty deleted items to empty the folders in other data files.

Uf, is this supported inside upper version like Office PRO 2010?

No, the Empty Deleted Items command works the same in all versions - it empties the default deleted items folder and you need to right click and empty any others.
