Windows 8, Outlook2013, Exchange 2013, CU6

Sometimes despite users accept or decline for meeting invitation mail in Outlook, 

It's reflected on outlook but the mail only wasn't delivered to meeting owner.

any similar issue?

Do you see the message in the Message Tracking Logs? Are there rules setup on the recipient's mailbox? Does it send via OWA?

Yes, there's no log in Message tracking, so it's not delivered between server and client.

Hi,

Please check whether the accepted message is listed in the Sent Items folder after this attendee accepted this meeting request.

Generally, if the attendee accept the meeting with Do Not Send a Response option, the meeting organizer would not receive the accepted message.
