How can I make the [ ] All checkbox in a dashboard filter visually select all the items that it actually selects?

Right now, when I tick the All, only the All is ticked, but the items themself remain empty. Also, there is a "select visible" option at the bottom of my filter, which DOES, visually select all the items when ticked. Basically, how can I make the [ ] All checkbox contain the functionality of the Select Visible option?
