- Create four folders named Office, OfficeFiles, SP1, and SP1Files in the root of C drive
- Copy all extracted files present SP1Files folder to Updates folder in OfficeFiles folder (C:\OfficeFiles\Updates).

Did you get the error like the image below?
Where did you download the SP1 source? If you did not get it from MS website, please try here:
https://support.microsoft.com/en-us/kb/2817443
Then, we might determine whether update is not installed, we might click Review important updates to check the detailed info of updates. I suppose that your original Visio 2013 ISO has included some updates.
