Creating a rule for everyone
We want to create some rules for everyone in Exchange 2003. Is there a way to do this on the server as like a global rule rather than going to each individual mailbox? Example, emails with the phrase "cancel", will be forwarded to users A,B,C regardless who they are sent to.

Exchange 2003 isn't geared to do this which is why 2007 introduced Transport Rules to implement just such a system. If you have a genuine business project or requirement to do it then I'd suggest you factored in the cost of migrating to 2010.
