First step: I want to create to different group that is allowed to send a email to outside. Example John is on the group Allowed Externally he send a email to XXX@hotmail.com user get the email. But Patricia send want also send a email XXXX@hotamil.com but she is the Group NOT ALLOWED EXTRENALLY that the mail is coming back or NDR or something that she can send only internally and not Externally. What are the exact steps to create a Transport rule for that Maybe someone did al ready but I cant find the exact steps fr that. Second step: I have lot of distribution groups on the exchange 2010 but I wnat also create some rule for that that the people's form the company not be able send a email to the list. But only couple of users are allowed to send a email to send t the distribution list. Example: Patricia (secretary) is only to be able to send to the distrubtion list beacuse on that list every user are in that list. Maybe some one can give me the correct stes to do this. Hi, For the first situation, what do you want to do? Can you give us more detail? For the second situation, you can refer to the following steps: Go to EMC->Organization Configuration->Hub Transport->open Transport Rules to the middle tab->click New Transport Rule to the right part->select ‘from users that inside or outside the organization’ in step 1 of Conditions->select ‘Inside the organization’ in step 2->select ‘sent to a member of distribution list’ in step 1 of Conditions->edit the distribution list in step 2->click Next->Select ‘Delete the message without notifying anyone’ in step 1 of Actions->click Next->select ‘except when the message is from a member of distribution list’ in step 1 of Exception->edit the value in the step 2->click Next->Click New And you can also use power shell to achieve. For more information, you can refer to the article ‘Create a Transport Rule’. Hope this helps. ThanksSophia Xu

Thanks for your answer. Sophia Xu what I want is to create a rule that some department is not allowed to email externally. That Department can send only email internally. Not Outside. like to different domains outside. And the other departmend are allowed to send the mail outside. The questions is what are the exact steps to do that on Exchange 2010 transport rules.
