Re-installed Office 365 again and now Lists + Numbering etc works.
The point here for me is that why these things occur in the first place - corruption of files?
Anyway, if someone understands this anomaly then I am all eyes, lest it be forgotten and re-installation has to be carried out ad-nauseum.

Does this only happen with this number format? What about other formats?
Could be some corruption in the installation, a quick online repair should fix this kind of issues.

I fixed the problem by a quick online repair just when I posted previously.
So now the problem has re-surfaced 3 days later.
I shall try and screenshot again to show you.
This feels terrible and not very good to have to re-install so many times.

Just did a Quick Repair through the Windows 7, 64 Bit, Control Panel, Programs feature.
The problem still exists.
I also asked for Proofing Tools to be re-installed over the Quick Repair. Problem remains.
More later after I do the Online Re-Install.

Hi again, Full Online Re-installation has fixed the problem.
Full access to the Numbering Library is given and new Define New Number Format can be added.
So therein lies my problem...why do I have this problem as I cannot re-create it myself or I would know how to fix it.
After Online repair, there was no problem for 3 days.
I have now no problem and await anyone's reply as to why this happens.
I can post system info if required.

If you ever see something similar again, try the following: Exit Word and delete the ListGal.dat file in your user profile (display hidden files and folders in Windows Explorer to find the file). Another try would be to exit Word and rename the Normal template. Complete uninstallation and reinstallation should only be required in rare cases.
Thanks for that Stefan, I shall copy, paste and print your advice for the next occasion this occurs.
Anything is worth a try as I too believe that full reinstallation was a bit too drastic and experimentation is the key to determine the solution.
Hi again Stefan, same problem has returned 2 times within 10 hours.
Re-Installed Office 365 last night and no worries - used Word for a few hours.
This morning started up and numbers lists were back to terrible state again.
Wide search found ListGal.dat with hidden folders open. It was deleted.
Re-opened Word and problem remains.
Found Normal.dot and renamed it to NormalOld-18Apr15
Re-started Word and problem remains.
Any further solutions that you may have then I am ready to try them as I have a 1500 word assignment due tomorrow evening 19th April.
Could some template or some settings be re-directed and corrupted coming from the Cloud - though I don't save to the Cloud but I am signed on there.
So I have re-named all of my Nomal.*** templates to Normal***.old
Re-started Word and numbering problems exist.

I am now thinking very deeply about regressing back to Office 2010 as there was no worries at all.
I wonder of it is an Online thing causing these problems?
Online Repair successful once again.
One thing I noticed when the problem arises is that 'before upon opening Word 2013, the left hand side of the screen - before opening a file - where the recent list is available - the blue is a real black-looking dark blue and the white text of the list is very hard to read. It's as if software knows that it is not fully available. You get me on this?

You should also troubleshoot for poorly designed add-ins. Work through the manual steps at http://support.microsoft.com/kb/921541/en-us.
No problems at the moment. Just re-started from shutdown overnight.
I feel it is something else that corrupts the software.

Intermittent problems are certainly frustrating to deal with. :-(
I may have found something.
When using Registry Healer to frequently clean Registry, it may be that this has activity or registry cleaning up has deleted the List section from referencing to Office 365. I performed a Registry heal and remembered that I was using Office Word 365 before it, and it was still open.
After the heal, when trying to open another file, the bright blue section was hazy Blue and the white links to previous files available to open, well they were greyed out.
I performed an Online Repair and all was fine afterwards.
Could be something simple but that is my only evidence for this matter.

In my experience, registry "cleaning" software often cause more trouble than they resolve.
