I'm trying to add some content controls to an outlook message, now I can cut and paste content controls from a word doc into the outlook email, but I can't find any settings for being able to insert content controls in outlook itself. Is this doable? I have "Developer" enabled, but it does not have any options for content controls, only for creating outlook forms.

Do you mean you want to insert content controls in Outlook message body? I'm afraid this is not possible within Outlook. As you stated, Content Controls can only be used when creating Outlook form.
